Decades of supply chain shifts and a growing tariff burden have made large-scale domestic bicycle production nearly impossible.
The U.S. once produced the majority of its bicycles. Today, more than 97% are imported.
Large-scale domestic frame and component manufacturing has effectively disappeared.
Companies that want to build bikes in the U.S. face a fundamental barrier: high tariffs on basic imported components that aren’t made domestically in the quantities needed.
As recently as 1997, about 9 million bicycles — 75% of the U.S. market —
were produced on U.S. soil.
In the 1990s, China began flooding the U.S. market with low-cost bicycles.
The bicycle industry lobbied for, but failed to attain, anti-dumping penalties on these bicycles, allowing Chinese companies to dominate the U.S. market.
Afterwards, bicycle production and manufacturing shifted away from the U.S. and towards China as their competitive manufacturing environment made it more desirable to produce bicycles and bicycle components.
Today, large-scale bicycle production and component manufacturing remain overseas, with high tariffs on imported components making U.S. bicycle production economically untenable. This makes it challenging for domestic frame manufacturers to import the necessary components to build complete bicycles.

What the bill does:
Creates a 10-year, duty-free import window on bicycle components for companies assembling bikes in the U.S.
Provides a decade of stability for the bicycle industry, critical for long-term planning and investment.
Sets clear production targets:
• 2 million bikes annually within five years
• 5 million bikes annually within 10 years
Incentivizes supply chain reshoring, encouraging component manufacturers to move closer to U.S. assembly.
